The short version before the detailed tables

Why did the Town budget rise so much?

You are not missing something obvious. The disclosure table proves that the budget increased, but it does not explain the increase—and its category presentation changes in FY2025, making a simple before-and-after reading harder than it first appears.

Provenance note: This FY2021–FY2025 extension uses disclosure figures supplied in the reviewed cross-window analysis. The existing normalized comparison table currently drives the separate FY2022–FY2026 bridge below. The earlier-period rows should be normalized into PostgreSQL in the next disclosure-data increment so this extension becomes fully database-generated.

Why another part of this report says approximately 20%

Both figures can be correct because they use different endpoints. FY2021–FY2025 increased 17.1%; the forward-shifted FY2022–FY2026 window increased 20.3%. Each covers four annual changes, but the years—and therefore the budgets being compared—are different.

What appears to have driven the FY2021–FY2025 increase?

The broad reported walk-down points first to schools, then general government, followed by benefits and insurance. The percentages can total more than 100% because decreases, omitted smaller categories and category regroupings offset the positive increases.

Where did the additional $10,005,151 go?

This is the Town-side companion to the 481 Main Street example. It starts with the FY2022 published budget, measures every named category's change through FY2026, and shows which categories explain the increase. Categories are ranked by dollar change because a large percentage increase in a tiny account can matter less to taxpayers than a modest percentage increase in a very large service.

If Proposition 2½ says 2.5%, how can these numbers grow faster?

Because 2.5% is the starting increment in the ordinary levy-limit calculation. It is not a cap on the Town budget, the final allowable levy, the actual levy or an individual homeowner's bill.

The five-year story: Town finances rose approximately 15%–20%

If Susan remembers the Town budget being about $49 million and now sees nearly $59.4 million, she is not imagining a small change. The published budget increased by about $10 million, or 20.3%, from FY2022 to FY2026. Over nearby five-year periods, the actual property-tax levy, audited General Fund revenue and property-tax revenue each increased about 15%–16%.

DERIVED These are overlapping—not identical—periods, and each five-year table contains four annual steps. The comparison is strong evidence of direction and scale, but it is not proof that one number caused another.

Bringing the Town-wide story home: 481 Main Street

A homeowner does not write a check for “the Town levy.” She sees an assessment, a tax rate and a bill. This example shows how the Town-wide financial story can reach an individual household.

DERIVED This identified private-residential example is Vision ID 2772. Its assessment increased from $614,100 in FY2023 to $754,100 in FY2026—a cumulative increase of 22.8% across three annual changes, equivalent to an average compounded pace of about 7.1% per year. For the years where both assessment and rate are loaded, calculated base property tax increased from approximately $11,484 in FY2023 to $12,881 in FY2025—a cumulative 12.2% across two annual changes, or about 5.9% per year.

Boundary: The annualized figure is a compounded average—not the actual increase in every individual year. Calculated base property tax = assessed value × residential rate ÷ 1,000. It is not represented as the exact amount paid. The actual bill may differ because of the Community Preservation Act surcharge, exemptions, abatements, betterments, timing, rounding or other adjustments. FY2026 assessment is loaded, but the FY2026 residential rate is not present in this disclosure, so no FY2026 tax estimate is invented.

How does the Town spend its operating resources?

DISCLOSURE The FY2026 displayed categories total $59,397,254. The three largest categories account for 74.1%. Rows are grouped by fiscal year, sorted by value, and subtotaled from category rows. The separately printed source-total row is preserved but excluded from the calculated subtotal so it is never double counted.

Did the published budget table add correctly?

DISCLOSURE The loader preserved every printed category and source total. 4 fiscal years contain a source-printed total difference; no balancing amount was invented.

Where does General Fund money come from?

AUDITED The complete audited General Fund revenue statement is the primary revenue view. In FY2024, total revenue was $52,059,479; property taxes supplied $45,321,168, or 87.1%. This corrects the earlier report, which displayed only selected supplemental revenue series. Category rows are sorted by value within year; the printed total is preserved but excluded from the calculated subtotal.

Supplemental disclosure revenue series

DISCLOSURE State aid, motor-vehicle excise, room receipts, and other separately disclosed series provide additional detail or a different reporting basis. Their subtotal is the sum of displayed series only, not total Town revenue, and must not replace or be added wholesale to the audited statement.

What does the existing disclosure already tell us about Proposition 2½?

DISCLOSURE This five-year schedule is already in the loaded March 2026 disclosure. It shows the levy ceiling, annual 2.5% increment, certified new growth, overrides, aggregate debt exclusions, actual levy, and unused capacity. Source values were printed in thousands and are displayed here as dollars. The calculated percentages are CSKE-derived and remain visibly distinct from source facts.

Interpretation boundary: the primary levy limit is the 2.5%-of-assessed-value ceiling. The growth levy limit is the recurring levy limit after the 2.5% increment, new growth and any override. The final tax levy limit includes current exclusions. These measures must not be substituted for one another.

What reserves and one-time resources exist?

DISCLOSURE Free cash, stabilization, capital stabilization, and other balances are grouped by year but deliberately not added together: balances can have different legal availability and may overlap conceptually. A balance is not automatically recurring operating revenue.

Are enterprise services supporting themselves?

For the one reported year, the practical answer is yes at the operating-account level: each of the three services collected more revenue than it reported as expenditures. Together, water, wastewater and solid waste reported $698,765 more revenue than expenditures.

What residents are currently charged

These are the source-published rates and rate rules. They help explain where enterprise revenue comes from; they do not by themselves prove whether the rate is adequate.

Does development evidence show business-generated revenue?

TENTATIVE Permit volume and estimated construction value are grouped by calendar year, but the source does not separate commercial projects from residential additions, sheds, or renovations. Therefore these figures cannot responsibly be called business growth or converted directly into new-growth levy revenue.

What additional employment, education and municipal-service context matters?

These measures help answer a more human question: Who lives here, how are people doing, and what scale of service is the Town supporting? A tax or spending number means more when residents can compare it with employment conditions, school enrollment and the number of people or customers served.

DISCLOSURE Comparative measures use the same left-to-right reading pattern as the Census table. Blank cells mean the source did not publish that geography for that measure; they are not zeros. Years and reference periods are identifiers and never receive thousands separators.

Wilbraham service and education measures

These are local scale or service facts rather than financial results. For example, enrollment tells us how many students are being served; it does not by itself tell us whether school spending is high or low, efficient or inefficient.

How do the FY2027 CSKE expense-control classifications deepen the spending picture?

DERIVED The disclosure says broadly what service area received money. The detailed FY2027 expense-control classifications ask the next questions Susan would naturally ask: What was the money used for? How hard would it be to change? Where did the funding come from? What might happen if it were reduced? These are CSKE analytical labels—not official Town labels and not a claim that any individual expenditure should be cut.

Which community purpose does the spending support?

This regrouping puts like services together—for example schools, public safety, public works, internal support and financial obligations—so residents can see the broad shape of Town activity even when departments use different account structures.

What kind of thing are we buying?

Personnel, ordinary operations, facilities, capital and debt behave differently. A salary is a recurring commitment; a roof is a long-lived asset; debt service pays for an earlier borrowing. This view prevents unlike costs from being discussed as though they were interchangeable.

How much practical choice exists, and how quickly?

Obligation basis asks why the Town is committed—for example law, contract, debt agreement, policy or current service choice. Spending flexibility asks how much realistic room exists to change the amount. Change horizon asks whether change could occur now, at the next budget, after a contract ends or only over several years. Reduction consequence records what residents might lose or what risk might rise. In Susan's terms: “Can we change this, when could we change it, and what would happen if we did?”

These labels organize investigation. “Lower flexibility” does not mean “good,” and “higher flexibility” does not mean “unnecessary.”

Which pocket pays for it?

Fund family identifies the accounting bucket, such as General Fund, enterprise or another dedicated fund. Financing mechanism identifies how the cost is supported—ordinary revenue, fees, borrowing, grants, reserves or another source. Restricted or dedicated warns that money may not be freely moved elsewhere. In Susan's terms: “Is this paid by ordinary taxes, by the users of a service, by borrowed money or by funds that came with strings attached?”

Crosswalk boundary: A future controlled crosswalk can relate broad disclosure categories to detailed account classifications, but only at defensible aggregation levels. It must not manufacture personnel, facility, flexibility, or obligation attributes for a broad disclosure row that contains no account-level detail.
