# CSKE Whole Platform — Reviewed File Inventory

**Version:** v0.1.0
**Inventory date:** 2026-08-24
**Steward:** Codex Whole Picture reporting work, in collaboration with Sherie
**Scope boundary:** Materials Sherie introduced beginning with the Wilbraham Balanced Scorecard and continuing through the portfolio, asset-management, governance, scenario and Understanding Together materials.

## Direct answer

This inventory records the ten platform-reference files reviewed in the current architecture conversation beginning with the Balanced Scorecard. It preserves the exact source path, file identity, review depth and platform role so later Whole Picture work can reuse the material without relying on conversation memory.

Inclusion means that the file was opened or imported and examined for its role in the platform. It does **not** mean that every underlying fact was independently validated, that a workbook is an adopted Town product, that a source is current, or that referenced data is accepted for reporting.

## Review-depth definitions

- **Complete content and visual review** — every populated worksheet cell/page was read, the print rendering was inspected, and embedded images were inspected separately.
- **Narrative and handoff review** — the governing narrative, model, limitations and recommended next steps were read for platform meaning and continuity.
- **Workbook architecture and representative-content review** — every worksheet name and used range was inspected; governing views and representative content were reviewed. This is not a cell-by-cell or record-by-record validation.
- **Register structure and thematic review** — the register purpose, controls, section structure, limitations and platform relationships were reviewed. Candidate rows were not promoted into authoritative identities or counts.

## Platform reference sequence

- **Review depth:** Workbook architecture and representative-content review across all 4 worksheets.
- **Worksheets:** `PRINT - SCORECARD MAP`; `PRINT - LIBRARY TRACE`; `PRINT - STRATEGIC LINEAGE`; `PRINT - BALANCING CHOICES`.
- **Platform role:** Establishes the proposed strategy-to-management chain: mission/public value, townwide outcomes, objectives, measures, strategic lineage, department/service trace-through and visible balancing choices.
- **Important boundary:** The workbook describes a proposed Sherie PMO management map and strategic synthesis. It is not adopted Town strategy or a performance rating.

### 2. Wilbraham Town Portfolio and Sherie Follow-Up

- **Review depth:** Workbook architecture and representative-content review across all 17 worksheets; not a record-by-record validation of every register or evidence row.
- **Principal content:** Portfolio hierarchy; curated Town and Sherie views; portfolio frame; department themes; Town register; follow-up and story notes; program architecture; Annual Town Report evidence, coverage, community profile and asset/grant crosswalk; reconstruction change log.
- **Platform role:** Connects strategy to the current portfolio of municipal work. It distinguishes portfolios, programs, projects, recurring responsibilities, Run-the-Town work, Change/Improve work, evidence, authority and Sherie's separate resident/PMO proposals.
- **Important boundary:** The architecture is more mature than the record-level current-state control data. A source mention does not prove authorization, funding, delivery or completion.

- **Review depth:** Narrative and handoff review.
- **Platform role:** Explains the management model, eight working portfolios, completed reconstruction, evidence/authority boundaries, limitations, phased next direction and the intended future chain from official strategic evidence through delivery and outcomes.
- **Important boundary:** It is a Sherie PMO working management document, not an adopted Town plan, official Town PMO product, spending authorization or proof of current execution.

### 4. Asset Management Work Summary and Current Handoff

- **Review depth:** Register structure and thematic review.
- **Platform role:** Preserves candidate physical/capital assets from source evidence while defining the capture rule, minimum future asset record, limitations, triage statuses, CPA lifecycle capture and relationships to other registers.
- **Important boundary:** Candidate does not mean reconciled, Town-owned, current, in service, separately identifiable or suitable for public counting.

### 6. Software and Data Asset Register

- **File:** `13 Software and Data Asset Register.md`
- **Exact path:** `[private-user-home]/Library/Mobile Documents/com~apple~CloudDocs/Sherie Knowledge Base/99 CSKE Plans and Work Control/Town Management/40 Asset Management Connection/20 Software and Data Assets/13 Software and Data Asset Register.md`

- **Worksheets:** `Start Here`; `Memorial Dashboard`; `Asset Register`; `Lifecycle Plan`; `Projects & Funding`; `Capital Timeline`; `Department View`; `Services & Scenarios`; `Evidence & Gaps`; `Sources & Checks`.
- **Platform role:** Demonstrates one place dossier connecting building/components, lifecycle needs, projects, funding, accounting, services, scenarios, risks, sources and evidence gaps.
- **Important boundary:** It is a single-place working pilot. Its working asset/component identities are not a declaration that the Town has completed or accepted an authoritative Memorial inventory.

### 8. Town Roles — Website Guidance Pass 6

- **File:** `Town Roles - Pass 6 - Website Guidance - 20260816.xlsx`
- **Exact path:** `[private-user-home]/Library/Mobile Documents/com~apple~CloudDocs/Sherie Knowledge Base/99 CSKE Plans and Work Control/Town Management/10 Town PMO Governance/Town Roles - Pass 6 - Website Guidance - 20260816.xlsx`

- **Platform role:** Supplies the governance and authority layer: who recommends, advises, controls, authorizes, administers, accounts for, stewards or is affected by a decision.
- **Important boundary:** Website guidance and working analysis must remain subordinate to current law, charter/bylaw, official delegation and authoritative Town records.

### 9. BUC Resident Decision Journey

- **Format / size:** XLSX / 72,638,564 bytes
- **Filesystem modified:** 2026-07-16 09:53:42 EDT
- **SHA-256:** `12e912c97b003ffde4fb66c7af7950888dbfe3042e03bc3c9a699955d111808b`
- **Review depth:** Complete content and visual review: all 31 worksheets, every populated text cell, all 31 print-rendered pages and all 24 original embedded Wilbraham Center photographs.
- **Platform role:** Supplies the resident-learning and Community Decision Science layer: understand before deciding; questions; systems thinking; tradeoffs; stewardship; time; perspectives; decision support; asset baseline; scenarios; comparison; uncertainty; readiness; executability; civic value; reflection; institutional memory; community knowledge; and the continuing decision journey.
- **Important boundary:** The guide is a learning framework, not a rulebook, voting system, prescribed outcome or replacement for elected officials, professional staff, subject-matter experts and public participation. Several pages retain visible development-purpose/layout scaffolding and are not a finished production design.

## How the reviewed materials connect

The reviewed materials form a coherent platform chain:

`community purpose and strategic evidence`

`→ proposed mission, outcomes, objectives and measures`

`→ portfolios, programs, projects and recurring work`

`→ physical, capital, software and data assets`

`→ lifecycle needs, funding, projects and future obligations`

`→ roles, authority and decision gates`

`→ scenarios, tradeoffs, affordability, executability and civic value`

`→ resident-readable explanation, participation and institutional memory`

The Whole Picture reporting layer should provide question-first entry and progressive disclosure across that chain. The governed source objects, evidence, calculations, uncertainty and preservation records should remain available beneath the story.

## Inventory limitations and unresolved follow-up

1. This is a reference-file inventory, not a source-data acceptance register.
2. Workbook inspection does not validate every fact, formula, classification, date or cited source.
3. Exact paths point to the source files Sherie supplied. Files in `Downloads` may later need a governed preservation copy, but this inventory does not move or duplicate them.
4. SHA-256 values identify the exact bytes present on 2026-08-24. A later edit should produce a new inventory version or a new hash entry rather than silently replacing the identity recorded here.
5. Materials merely cited or linked inside these ten files are not automatically included in this reviewed-file inventory.
6. The inventory deliberately begins with the Balanced Scorecard. Earlier Whole Picture releases, preserved reports, reporting-writer training, operating-model files, database contracts, data sources and reporting evidence belong in separate or expanded inventories and are not silently implied here.
7. No Town adoption, endorsement, ownership, authorization, deployment or publication is inferred from inclusion.

## Preservation record

- No source workbook or Markdown source was edited, moved, renamed or re-saved while preparing this inventory.
- No `Sherie…` file was touched.
- No database or external control state was changed.
- This inventory is additive and may be superseded by a later version; it should not be deleted when a later version is created.
