CSKE Debt, Disclosure and Decision Report v0.3.9 — QA Correction Note

Corrected against the 2026-08-13 00:58 Eastern PostgreSQL checkpoint.

1. Replaced the prior resident example name with Susan.
2. Corrected page 15 Proposition 2 1/2 source-token alignment for source rows 30, 32, and 33. Their first captured tokens are footnote/context markers, not FY2025 values. Source ordinals 2–6 now map to FY2025–FY2021.
3. Corrected the HTML and prop25_levy.csv values and source value codes.
4. Added migrations 0046–0053 to the displayed evidence foundation.
5. Normalized FY2027 CSKE classification labeling and monetary formatting.
6. Narrowed the affordability conclusion to distinguish repayment evidence from an affordability finding.
