MIDDLE SCHOOL AND BUC DECISION-CASE INTEGRATION

This release removes the named-role audience subtitle and adds a focused,
non-recommendation decision structure for:

1. the reported Wilbraham Middle School capacity problem; and
2. the four preserved Building Utilization Committee working scenarios.

The integration validates and publishes asset-specific parcel, 2021 capital-
needs, QA-exception, and partial FY2027 facility-allocation evidence for
Wilbraham Middle School, Memorial School, Town Hall, Little Red School House,
and the Former Police / IT Building.

The Middle School view does not assert a verified capacity ratio. Collected
District evidence reports enrollment of 613 on October 1, 2024 and projects
614 for 2025-26, but rated capacity, functional program capacity, room
utilization, enrollment by grade, and a current multi-year forecast are not
loaded in the reporting extract.

The 2021 assessment remains point-in-time evidence. Its measures are not
current prices, current condition, approved work, actual spending, or proof
that work remains open. Deferred maintenance and ten-year projections may
overlap and are not added together. Partial facility allocations are not
complete ownership cost or scenario savings.
