This release adds the database content loaded by migration
0100_WILBRAHAM_2026_ANNUAL_TOWN_MEETING_V01 to the Whole-Picture reporting.

The launcher verifies all 34 ATM base tables, all 9 ATM views, exact row counts,
the three budget versions, the 588 aligned displayed-cell comparison, Article 19
appropriation totals, the HWRSD calculation, the known-change ledger, and the
May 11 source-freshness boundary before it creates the reports.
