# Preliminary Grant-Source Inventory — Coverage and Boundaries

## What is loaded

The released `CSKE-GRANTS-V3.2` inventory contains:

- 7 specifically identified organizations;
- 48 funding-program records;
- 117 funding-instrument records;
- 68 grant-award records, including 52 with a recorded amount;
- 117 provisional project records;
- 124 fact assertions;
- 130 evidence links;
- 121 open research questions;
- 116 source artifacts; and
- 116 source records.

The inventory identifies sources such as ARPA, Council on Aging aid and earmarks, Municipal Vulnerability Preparedness, Green Communities, Complete Streets and Chapter 90, recycling and habitat programs, traffic safety, FEMA and fire-safety programs, State 911, digital-equity and fiber assistance, public-health funding, State Aid to Public Libraries, Community Preservation Act distributions, cultural programs, Gaming Commission mitigation funding, drinking-water assistance, senior-services support, and related external assistance.

## What this view can support

The inventory can support a preliminary question: **Which known outside funding sources should the Town investigate while defining or comparing a proposal?**

It can also help identify the missing evidence needed to move from source discovery to a defensible funding plan.

## What this view cannot establish

This inventory is known but not guaranteed complete. It does not establish that:

- every potentially relevant source has been identified;
- a listed program is currently open;
- Wilbraham or a particular project is eligible;
- an application was filed or approved;
- a recorded award was received in cash or posted to the General Ledger;
- money remains unspent or can be moved to another purpose;
- a local match or reimbursement timing has been satisfied;
- a recorded amount may be added to other amounts without overlap; or
- the award has been fully expended, reported, reconciled, and closed.

Program, instrument, award, and project records are different research objects. Their counts do not form a cash-flow funnel, and their amounts span unlike years, purposes, lifecycle labels, and amount roles. For those reasons, the report does not calculate a “total grant revenue” figure.

## Required project-level bridge

Before an amount reduces the stated local or taxpayer cost of a proposal, the decision record should connect:

1. the current authoritative program notice;
2. eligibility and allowable purpose;
3. application, authorization, and executed award;
4. restrictions and local-match requirements;
5. award and reimbursement timing;
6. cash receipt and General Ledger posting;
7. project expenditures and allowable-use evidence;
8. reporting, unspent balance, repayment exposure, and closeout; and
9. the contingency if funding is delayed, reduced, or denied.

Until that bridge exists, a grant belongs in the **investigate** column—not the **available funding** column.
