## Budget-version semantics

The three controlled versions are:

1. `SELECT_BOARD_PRE_MEETING_PROPOSED`: April 14 preliminary schedule.
2. `MEETING_PRESENTED`: schedule printed in the May 11 voter workbook.
3. `FINAL_VOTED`: the workbook schedule incorporated by reference and passed as presented, supported by the certified minutes.

Every version retains the same six displayed period/stage cells per source line. Version, fiscal year, and budget stage are row values; none is encoded into a changing table or column name.
