- Version 4.11.0 remains the untouched predecessor and factual/reporting baseline.
- Version 4.12.0 changes the public doorway and connected information architecture; it does not rewrite accepted data contracts or preserved historical sources.
- The top-level `00-CURRENT-WHOLE-PICTURE` and launcher may advance only after refresh, structural, browser, preservation, reconciliation, and conversation-UAT controls pass.
- The historical `v3-6` folder / `v3.7.0` internal ambiguity is resolved by treating v3.7.0 as the preserved evidence baseline and v4.x as the honestly versioned redesign line.

- The folder name is treated as a historical container label, not the authoritative internal release number.
- The preserved evidence is cited as **portal v3.7.0, historically stored in the v3-6-named folder**.
- The original folder is left unchanged.
- Its complete public and technical contents are copied into this release at `evidence/portal-v3.7.0/`.
- The redesigned doorway began at **4.0.0**. Version **4.9.0** adopted the accepted 2026 Annual Town Meeting source family. Version **4.10.0** made the reader hierarchy, concrete upcoming choices, bill-source arithmetic, and spending-plan/levy comparison explicit. Version **4.11.0** adopts the accepted CNA 0359 narrow historical projection contract while keeping the broader study incomplete and not publishable. It retains Safari HTTPS-Only-compatible direct-file delivery and leaves the v3.7.0 historical evidence baseline unchanged.

This resolution preserves lineage without pretending that the historical directory label and internal release records agreed.
