## Primary change

Version 3.2.1 changes the resident entry progression so a reader meets reassurance and one familiar question before any financial totals. The homepage now invites residents to choose the current-budget or choices-ahead path first, explains that the short answer comes before detail, and moves the four-number snapshot below those choices.

The current-budget journey now begins with Wilbraham's complete $57,018,471 FY2027 General Fund and a seven-part resident summary. Regional-school assessment and debt move to Step 2, where they are correctly presented as the largest component of the whole rather than the starting definition of the Town budget.

The snapshot now teaches the nesting directly: $33.095 million is inside the $57.018 million General Fund; the General Fund is inside the provisional $66.372 million cross-fund scope; and the $48.746 million FY2026 levy is a different-year revenue measure. The new `multi-fund-authority/as-of-2026-07-09/index.html` drill-down shows the six fund families, the components outside the General Fund, how the familiar numbers relate, and the review still required before the cross-fund sum can be treated as a nonduplicative economic measure.

The provisional warning is explicit: transfers, carryforwards, reimbursements, pass-throughs, related authorizations, and other overlaps are still being reconciled. The packet does not use the $66.372 million total as a final measure of Town cost, taxpayer burden, cash, or affordability. Resident-facing language now uses precise terms such as option, approach, obligation, standard, or expected result.

The five-journey architecture introduced in v3.0.0 remains unchanged. The public-facing site is organized into five connected journeys:

1. current budget for residents;
2. choices ahead for residents;
3. connected-data exploration and complex database view;
4. Finance Committee annual workflow; and
5. Finance Committee financial decision review.

Sources and definitions are a supporting layer rather than a peer storyline.

This is an independent prototype. It is not produced, endorsed, adopted, operated, or used by the Town of Wilbraham. Official records and controlling authorities always govern.
