## v4.12 platform-expansion reconciliation

The expansion adds six conceptual/guided pages plus the renamed financial doorway. It does not change any accepted financial query, numeric transformation, controlled snapshot value, preserved report calculation, ATM result, CNA result, or missingness rule. Numeric claims on the new pages are either direct links to existing accepted/preserved reporting or explicitly bounded CNA contract facts already reconciled in v4.11.

Coverage is controlled in three layers:

1. the complete original display-level matrix continues to govern all preserved questions and numeric occurrences;
2. the platform expansion crosswalk governs each new public capability, reviewed foundation, authority boundary, implementation page, and unresolved gap;
3. the conversation-to-report UAT governs every user idea and agreed design conclusion since the Balanced Scorecard discussion.

Release acceptance requires: 30 detailed routes; 39 preserved links; 38 unique preserved targets; six new guided/inventory pages; the financial and resident routes; no missing local references; no open conversation-UAT row; no public use of “Hide”; the analytical-working-draft disclaimer and quiet legal material on every public template; and a fresh read-only reporting refresh matching the accepted v4.11 controls.

## v4.11 report and preservation coverage

- Historical preserved artifacts: 29 distinct artifacts represented by 38 unique HTML targets; none removed.
- Current routes: 30. The new `capital-needs-2021` route supplements the preserved Middle School/BUC predecessor.
- Preserved-original links: 39 links resolving to 38 unique targets; the shared predecessor remains available from both relevant current routes.
- CNA adoption locations: Whole Picture choices, capital story, choices-ahead, Middle School/BUC, affordability, debt, source register, source interpretation, query coverage, and question map.
- Historical traceability: 36,660 occurrence rows carried forward unchanged.

- **Reported average single-family bill:** FY2021 DLS value $6,880; FY2026 DLS value $8,186; displayed difference $1,306; arithmetic reconciles exactly.
- **Common-scale resident comparison:** Town spending plan and property-tax levy both use FY2021–FY2025 and a $0–$60 million baseline. The preserved spending-plan change remains $8,272,853; the DLS levy change for the matching period remains $6,510,922.53. They are not subtracted to infer a revenue total.
- **Source-data status:** no new database defect or correction was created by this release. Presentation defects were corrected in the report and recorded in `records/FEEDBACK-TO-CHANGE-CROSSWALK.csv`.

## v4.7 resident-story coverage

- Seven resident questions preserve the prior page's Town-plan, levy, representative-home, HWRSD, controllability, revenue, and affordability evidence paths.
- The FY2021–FY2025 broad spending comparison is now visible in the resident journey rather than surviving only behind a preserved link. Its non-additive shares, combined analytical categories, classification uncertainty, offsetting decline, and unresolved reconciliation remain explicit.
- The new “why didn’t we notice?” layer uses the governed FY2021–FY2026 tax-rate, levy, and average-home endpoints. It distinguishes observation from interpretation and does not claim that appraisal growth itself creates levy authority or predict a valuation decline.
- Proposition 2½ mechanics, assessed-value distribution, debt, commercial contribution, future choices, household illustrations, missing evidence, and source traceability remain reachable through the connected Whole Picture drilldowns.
- The unchanged preserved resident story remains linked at the bottom. No prior question, evidence route, limitation, source relationship, or unresolved data need was deleted.

## Resident-story reconciliation

- Live FY2021–FY2026 levy and average-home endpoints reproduce the accepted DLS series used by Whole Picture.
- HWRSD cost-driver totals reconcile from $50,281,358 in FY2022 to $57,289,029 in FY2026, a $7,007,671 increase. Displayed driver changes are calculated from those same accepted endpoints.
- The Town plan bridge reconciles $48,322,189 + $8,272,853 = $56,595,042 and $3,940,529 / $8,272,853 = 47.6%; it remains explicitly marked preserved rather than freshly database-reproduced.
- The rewritten page links to the unchanged preserved resident story at the bottom. Proposition 2½ mechanics and debt remain linked in the budget-cycle flow.
- Town-wide Run/Change totals, enterprise overcharge/transfer conclusions, and Town-land sale proceeds are not calculated because accepted governing contracts are missing.

## Commercial-flow reconciliation

FY2021–FY2026 DLS class levy changes reconcile to the $7,920,068.52 total levy increase: residential +$7,487,231.41; personal property +$385,020.67; commercial +$88,256.15; industrial −$40,439.71; open space $0. The six room-occupancy annual rows are source-total rows. Meals potential remains quarterly and is not annualized. License, public-cost, incentive, abatement, and Town-support coverage remains explicitly incomplete.

## Budget-cycle story additions

The new story reconciles six DLS annual tax rows, six municipality average-home rows, and 6,069 FY2022/FY2026 MassGIS matched property-location records. Both five starting-value bands and seven provisional use categories independently sum to 6,069. Endpoint calculations reproduce the $7,920,068.52 levy increase, $1,306 average single-family bill increase, and 56.6% average single-family value increase. Location coverage is explicitly incomplete and is not represented by zero.
