## v4.12.0 — Whole Picture becomes the connected civic decision platform

- Replaced the finance-first opening with one townwide purpose-led doorway and four guided story entrances: household taxes, growth and identity, Town finances, and scenarios.
- Added a connected path from public purpose through outcomes, measures, plans, portfolio/program/project work, budgets, assets, decisions, delivery, results, correction, and learning.
- Added six new resident-readable rooms for strategy-to-results, work/assets/future obligations, roles/accountability, scenarios/readiness, growth/place/identity, and the backstage comprehensive inventory.
- Preserved Wilbraham Center as the origin and place-sensitive case study while making all-Wilbraham scope explicit. Center photographs are used only with that provenance and are not presented as representative townwide imagery.
- Put commercial growth inside a fuller decision question: gross contribution, public cost, infrastructure, service requirements, incentives/Town support, household effect, place, distribution, and what remains unknown.
- Kept the platform's working foundations honest. The Balanced Scorecard, portfolio, asset registers, roles workbook, scenarios, and Understanding Together inform the reporting without being presented as Town-adopted, complete, current-authority, or normalized reporting data.
- Retained v4.11 untouched and carried its financial doorway into v4.12 as `town-finances.html`; retained the resident story, all 30 detailed routes, 39 original links, 38 preserved HTML targets, accepted refresh contracts, calculations, and open limitations.
- Added a 60-item conversation-to-report UAT, platform scope/IA, expansion crosswalk, reviewed-source inventory, four-part data assessment, and PMO defects WP-PMO-024 through WP-PMO-028.
- Applied the exact analytical-working-draft disclaimer to every public template and corrected the unregistered mark notation from `CivicSS®` to `CivicSS™`.
- Kept the restrained navy, blue, slate, cream, and warm-white palette; modest headline scale; stable left rail; breadcrumbs and up/home actions; quiet legal notices; and no public “Hide” wording.
- No deployment, external publication, Town adoption, database mutation, or claim of official ownership occurred.

## v4.11.0 — The 2021 capital study becomes a bounded historical story

- Adopted the Master Control-accepted CNA release 0359 narrow projection contract through fresh read-only queries and fail-closed controls.
- Added a new capital story that shows exactly 297 numeric, source-verified 2021 projections across 17 property codes, 118 represented recommendations, and 2023–2031.
- Shows the $3,595,313.00 uninflated and $4,125,992.55 study-inflated projection sums without calling either a current capital plan, current price, budget, approval, spending, or completed work.
- Preserved 151 `SOURCE_BLANK_NOT_ZERO` rows as SQL NULL and outside every aggregate. Missing never becomes zero.
- Disclosed the accepted reconciliation state: 9 exact results, 59 accepted rounding variances, $76.52 absolute variance, $6.45 maximum variance, and zero tolerance breaches.
- Retained the study-wide stop signs: 438 recommendations quarantined, `study_wide_complete=false`, and `publishable=false`.
- Connected the bounded history to the choices, Middle School/BUC, affordability, debt, source, query-coverage, and question-map routes without adding projections to current obligations.
- Added the real next question: which recommendations were completed, funded, replaced, rescoped, deferred, retired, or remain open—with current condition, cost, funding, timing, operating effect, and service consequence.
- Added a human-readable adoption review, 21-item adoption crosswalk, source-inventory entry, four-part data assessment, and PMO defects WP-PMO-021 through WP-PMO-023.
- Preserved all earlier work. The report collection now has 30 current routes, 39 preserved-original links, and all 38 unique preserved historical HTML targets.

## v4.10.0 — Concrete choices and a visible way back

- Rebuilt the choices-ahead direct answer around seven named decisions rather than a generic evaluation framework: levy/household bills, HWRSD, Middle School, BUC/Town buildings, capital and debt timing, continuing service bills, and dependable income or appropriate one-time asset choices.
- Added an always-visible route hierarchy. Whole Picture is Level 1; the resident story and complete report collection are Level 2; each detailed report is Level 3. Detail pages name their parent category and provide direct “up” and Whole Picture returns.
- Kept the reader's place when opening historical evidence: all preserved originals remain the bottom substantive layer and now open separately from the rewritten route.
- Put the source and arithmetic immediately below the reported average single-family bill: DLS $6,880 in FY2021; DLS $8,186 in FY2026; difference $1,306. The page states that this is a Town-wide reported average, not one home's bill.
- Rebuilt the resident spending-plan and levy comparison on one FY2021–FY2025 period and one $0–$60 million scale. Added a plain-language explanation of how the spending plan and levy relate and why their difference cannot yet be called “other revenue.”
- Preserved all 29 current report routes and all 38 unique untouched historical HTML targets. No data, question, evidence relationship, limitation, or prior release was deleted.
- Added a feedback-to-change crosswalk and durable structural controls for the hierarchy, choices, bill calculation, common-scale chart, progressive-disclosure layers, and preserved-original routes.
- The accepted Annual Town Meeting adoption and its boundaries from v4.9.0 carry forward unchanged. No new source-data defect was inferred from these presentation corrections.

## v4.9.0 — Annual Town Meeting becomes part of the Whole Picture

- Adopted the accepted 2026 Annual Town Meeting migration 0100 for bounded live reporting, using fresh read-only queries and exact controls on every refresh.
- Added the real FY2027 budget path: $57,163,106 at department submission, $57,089,233 at the Town Administrator/Select Board stage, and $57,018,471 at the Finance Committee recommendation incorporated into the final vote.
- Rebuilt the current Town Meeting route around what residents authorized: 43 articles, 42 passed, one failed, and every reported article outcome available by progressive disclosure.
- Preserved the difference between internal budget columns and the three controlled document versions. The April schedule, meeting workbook, and final-voted lineage copy align 588 displayed cells with zero April-to-final changes; that does not mean the department, Select Board, and FinCom columns were identical.
- Kept the temporary $23,000 May 6 Article 19 difference visible without inventing the affected budget line.
- Added Article 15’s five revolving funds to the multi-fund explanation and distinguished a spending limit from receipts, cash, balance, and actual spending.
- Added a current source inventory in resident-readable Markdown and machine-readable CSV, with ATM and Annual Town Report described as separate source families. ATR 0455 remains discovery-only.
- Added an ATM adoption review, item-level adoption crosswalk, four-part reporting-data assessment, five new PMO defect/data-quality entries, and a reporting-baseline acknowledgement.
- Fresh read-only PostgreSQL refresh passed on August 24, 2026. All 29 current routes rendered, all 38 preserved links resolved, the 43-row outcome table loaded from the validated snapshot, and desktop/mobile overflow controls passed. This development release remains unaccepted and unpublished.

## v4.8.2 — Affordability in household language

- Rewrote the resident guide, affordability pages, current-budget page, choices paths, debt schedule, state-aid page, multi-fund page, report library, and connected Whole Picture prompts around concepts residents already use at home: dependable income, regular bills, savings, one-time money, borrowing, and what remains.
- Added the governing affordability translation: having room on a credit card does not mean another payment is comfortable; legal levy or borrowing room likewise does not prove that the Town or residents can comfortably carry another obligation.
- Replaced the resident-guide conclusion and its four follow-up questions with plain questions about payroll, utilities, contracts, school cost drivers, dependable versus restricted or one-time income, and the amount the next budget could add to household tax bills.
- Added a five-part household-to-Town reading model inside the resident story and kept municipal terminology subordinate to the familiar idea.
- Reworded the shared limitations and next-question headings so they invite careful judgment rather than instructing residents to police an evidentiary boundary in specialist language.
- Preserved every current route and all 38 untouched original links. No source data, query contract, calculation, or unresolved discrepancy was removed or reclassified.
- Executed and validated a fresh read-only PostgreSQL refresh at 11:26 PM EDT. All 29 current routes rendered with restrained title sizes, all 38 preserved links resolved, and no tested route overflowed horizontally. This development release remains unaccepted and unpublished.

## v4.8.1 — Safari HTTPS-Only launcher compatibility

- Replaced the loopback `http://127.0.0.1` launch path with a direct local-file launch so Safari HTTPS-Only mode does not block the report.
- Added an atomic browser-snapshot builder that runs only after the PostgreSQL query and report validator pass.
- The direct-file snapshot embeds only the validated reporting JSON and refresh-status record; it includes no credential value and is produced from the same timestamped read-only run.
- Whole Picture and the resident story verify PASS status, read-only transaction state, and matching data/status timestamps before treating the snapshot as current.
- Retained JSON snapshots and refresh records for audit and reconciliation; the browser no longer needs local HTTP or `fetch()` when opened from the launcher.
- Fresh read-only refresh and direct-file snapshot build passed on August 23, 2026. This development release remains unaccepted by the Town and unpublished.

## v4.8.0 — Every preserved report has a current reading path

- Reviewed all 38 preserved HTML files and grouped nine byte-identical entry copies into 29 distinct evidence artifacts.
- Built 29 current report routes covering the resident story, Town picture, affordability and choices, financial process, FinCom review, sources and method, and technical preservation.
- Applied one layered reading sequence to every route: direct answer, evidence, meaning, limitations, next questions, related current reports, and the untouched original as the final substantive section.
- Added a complete lower-level crosswalk recording each distinct artifact, duplicate count, original role, presentation problem, current route, preservation-link treatment, and validation state.
- Repointed Whole Picture drilldowns to the rewritten current reports while retaining direct access to the complete v3.7.0 preserved portal.
- Kept historical evidence dates explicit and did not present preserved static values as current database results.
- Browser-tested all 29 current routes: all rendered, all had one or more preserved-original links, the 38 links account for all 38 preserved HTML files, title size was consistent at the tested desktop width, and no route overflowed horizontally.

## v4.7.0 — Resident understanding before technical detail

- Rewrote the resident story from the title forward around a question people actually carry: **Why does my tax bill feel so much higher?**
- Added the missing bridge explaining why a falling rate, a legal levy, and stable-looking ratios could coexist with a nearly $8 million Town-wide levy increase.
- Restored the full published FY2021–FY2025 spending-area comparison, including its classification and reconciliation qualifications, and explained how account-level Town data can deepen the story without inventing causes.
- Rebuilt the journey as seven questions: household change, reassuring signals, spending movements, HWRSD growth, Run/Change choices, revenue, and the next-budget affordability test.
- Rewrote all nine Whole Picture drilldowns in more direct language, corrected their displayed sequence numbers, and aligned left-rail and supporting-panel prompts.
- Reduced resident headline scale again, removed horizontal overflow on narrow screens, and retained the navy, cream, warm-white, and cool-blue visual system.
- Preserved the unchanged earlier resident report at the bottom and retained the complete v3.7.0 evidence portal, preservation inventory, traceability matrix, limitations, and unresolved questions.
- Executed a fresh read-only PostgreSQL refresh, expanded all 21 current-app disclosure panels, tested all 16 current-story sections, checked all 47 direct current-app links, and inspected all 40 HTML pages plus 3,000 links in the preserved drilldown packet with no missing local target.

## v4.6.0 — Consistent, calmer typography

- Applied the approved Whole Picture opening scale across the resident story and all current application sections.
- Reduced the resident-story opening from the former 5.2rem maximum to the same 3.65rem maximum used on Whole Picture.
- Reduced major section questions and direct-answer headings so explanation and evidence remain visible without typographic shouting.
- Preserved the historical portal without visual alteration.
- Browser-verified consistent rendered sizes and current live-data status. This development release remains unaccepted and unpublished.

## v4.5.0 — First-screen resident doorway

- Replaced the oversized generic introduction with the evidence-led contrast: the tax rate fell while the levy and reported average household bill rose.
- Put three live measures above the fold and reduced headline scale so the actual story and choices occupy the opening viewport.
- Added a permanent first item in the left rail: **What happened to my tax bill?**
- Added three explicit paths into the resident story, current budget, and next-budget choices.
- Replaced blame-suggesting “hide” language with **What do the headline indicators leave out?**
- Corrected `file://` data fallback by serving the report at a loopback-only local address after a successful refresh.

## v4.4.0 — Rewritten resident story

- Rebuilt the resident page around the cumulative household experience: Town plan, levy, average single-family bill, school share, controllability, revenue, and a whole-plan affordability test.
- Replaced the preserved page’s crowded explanation layers with six resident questions and progressive disclosure.
- Added fresh HWRSD cost-driver queries and a concise explanation of the full District’s FY2022–FY2026 $7.01 million increase.
- Kept the FY2021–FY2025 Town spending bridge visibly qualified as preserved evidence pending a governed historical Town-budget view.
- Moved Proposition 2½ mechanics and debt to the budget-cycle path while retaining links.

- Corrected the top-level refresh shortcut so it resolves the versioned release directory and uses Sherie's already-authorized protected password file by default. The file's contents remain unread, undisplayed, and unmodified.
- The shortcut now opens the Whole Picture home page after—and only after—a successful validated refresh.

## v4.3.0 — Two budget-cycle decision flows

- Expanded **Before the Next Budget — What the Ratios Hide** as a primary resident and board-facing path.
- Added **Does Commercial Growth Lighten the Household Load?** with fresh DLS property-class levy history, new growth by class, room-occupancy policy and distributions, meals-tax status and potential, and explicit gross-versus-net boundaries.
- Added controlled endpoint reconciliation showing residential property carried approximately 94.5% of the FY2021–FY2026 levy increase.
- Added C1 defects for the missing commercial public-cost attribution contract and the missing incentives/abatements/Town-support register.
- Preserved license data as blocked discovery evidence pending an accepted `cske_atr` view.

## v4.2.0 — Before the Next Budget

- Added **The tax rate fell. The bill rose.** decision story.
- Added fresh FY2021–FY2026 DLS levy, value, and average single-family series.
- Added privacy-safe FY2022–FY2026 MassGIS matched-property aggregates by starting-value band and provisional use category.
- Rejected a `source_loc_id`-only many-to-many match and corrected the governed query to `source_prop_id + source_loc_id`; both distribution tables reconcile to 6,069 records.
- Kept location analysis visibly unavailable pending an accepted public-safe geography contract. No owner, address, parcel identifier, or geometry is exported.
- Preserved all v4.1.0 content. This release is executed and validated, but unaccepted and unpublished.
- Added a PMO-facing defect register in both readable Markdown and machine-friendly CSV; reporting workarounds do not close its source and contract defects.

## Outcome

Version 4.1.0 keeps the resident-question architecture and adds a governed live-data contract. A controlled operator refresh now re-queries PostgreSQL in a read-only transaction, records the data-as-of time and source views, validates material headline results, and publishes a current local snapshot only after all mandatory controls pass.

## Live reconciliation result

Headline budget, parcel, Town debt, and HWRSD debt controls pass. The FY2026 levy and excess-capacity values reconcile at source precision and explain the earlier whole-dollar presentation. Important unresolved items remain visible, including budget/account mapping, calendar conformance, source-family assignment, grant conformance, HWRSD layout exceptions, Middle School capacity, and proposal-level affordability inputs.

## Boundaries

No PostgreSQL DDL, DML, temporary writes, materialized-view refresh, migration, loader, role change, or configuration change was performed. No deployment, publication, Git remote action, Town adoption, endorsement, recommendation, or affordability certification is claimed.
