# Preserved Content Reflection and Retirement Register

Purpose: track whether each preserved artifact’s **material story, data, calculations, tables, charts, sources, and limitations** have been carried into current Whole Picture reporting. This register supports Sherie’s later review. It does not authorize deletion.

“Current Whole Picture reporting” means the current CivicSS analytical working-draft package. It does not mean an official Town or Finance Committee report.

## Status rules

- **COMPLETELY REFLECTED—READY FOR SHERIE’S REVIEW**: current Whole Picture reporting contains the preserved artifact’s material story, data, calculations, tables, charts, sources, limitations, downloads, and decision meaning. The preserved file remains until Sherie reviews and explicitly approves removal.
- **PARTIALLY REFLECTED—RETAIN**: some useful material has moved forward, but the preserved artifact still contains content not completely represented in approved reporting.
- **NOT YET ASSESSED**: no complete section-by-section reflection audit has been performed.
- **SHERIE APPROVED FOR REMOVAL**: may be used only after Sherie explicitly reviews and authorizes removal of the exact artifact.

No artifact may move directly from “completely reflected” to deletion. Sherie’s review and explicit authorization are a separate required gate.

For a large artifact containing multiple subjects, status must be assessed **section by section**. A completely reflected section does not make the complete source artifact eligible for retirement when other material sections remain.

## Required review before removal

For every artifact marked completely reflected, Sherie’s review should confirm:

1. Every useful numerical story and visual is present.
2. Every material data table and chart is present or intentionally replaced by an equally complete and more useful representation.
3. Calculations, labels, entity, period, scope, stage, and units remain correct.
4. Sources, downloads, limitations, uncertainty, and missing evidence remain visible.
5. No unique explanation, decision lesson, relationship, or drilldown was silently discarded.
6. Any links that depended on the preserved artifact have been redirected safely.
7. Sherie explicitly identifies the exact file approved for removal.

Until all seven conditions are met, preserved files remain immutable evidence and are not removed.
